Two particles, both attaching to a place noun, and choosing between them is decided entirely by the verb.
가다 · 오다
식당에 가요.
I'm going to the restaurant.
있다 · 없다
식당에 있어요.
I'm at the restaurant.
먹다 · 일하다 · 보다 · 만나다
식당에서 저녁을 먹었어요.
I had dinner at the restaurant.
The usual framing — “에 is to, 에서 is at” — breaks on the middle row, where 에 is also “at”. The reliable question is not about English:
Is the verb doing something, or just arriving and existing? Doing → 에서. Arriving or existing → 에.

에서 is the narrow case. It marks the setting of an action and nothing else, which is why 에 ends up covering two of the three rows — it is what a place particle does when there is no action to locate.

어디에서 contracts to 어디서 in speech, and both are correct. 어디에서 뭐 했어요? and 어디서 뭐 했어요? are the same question.
Dialogue
투이: 마크 씨, 어제 뭐 했어요? Mark, what did you do yesterday?
마크: 한국 영화(를) 봤어요. I watched a Korean film.
투이: 영화관에서 봤어요? Did you watch it at the cinema?
마크: 아니요, 집에서 봤어요. No, I watched it at home.
Both questions use 에서, because both are about where the watching happened.
Work culture: the provinces

서울 · 인천 · 경기도
The capital region, and the centre of politics, economy, culture and transport. Seoul has been the capital for over 600 years since the Joseon dynasty, so the historical sites are concentrated here; Incheon and Gyeonggi-do adjoin it and carry the IT and automotive industries. More than half of South Korea’s population lives in this one region.
세종 · 대전 · 충청도
The centre-west of the peninsula, with wide tidal flats on its coast. The transport hub linking Seoul and Gyeonggi-do to everywhere else, and the site of Baekje capitals such as Buyeo and Gongju — so it is rich in cultural and tourism resources.
부산 · 대구 · 울산 · 경상도
The southeast, and the province that has preserved the most traditional heritage: Silla-era sites around Gyeongju, and Joseon Confucian and 양반 culture around Andong. Shipbuilding, cars and steel — Ulsan is where Hyundai builds, which makes this the relevant one.
강원도
The northeast, on the East Sea. Seoraksan and Odaesan national parks, hot springs and beaches make it the holiday province, and heavy winter snow makes it the ski one.
광주 · 전라도
The southwest. Broad plains, so agriculture; a long coast, so fishing and aquaculture. Part of the Baekje cultural sphere with Chungcheong-do, and the province with the strongest reputation for food — which any Korean will tell you unprompted.
제주도
The southernmost island, warm and volcanic, with a dialect distinct enough that mainlanders struggle with it and older ways of life better preserved than anywhere else. The standard domestic holiday.
